I did not fold during the Chief Thief bidding, I robbed the house, I robbed the bank (twice), I switched the real Blackbird for the fake one in Ferrari's home and showed it to Arestes, but at the end of the game, I didn't become Chief Thief.
What did I miss?

The same happened to me when I completed the series a few days ago as a thief for the first time. I fixed it after changing three variables, so the dependant factor could be any or all of them. First, I married Nawar (that really hurt). Second, I kept the blackbird in my backpack. The first time I put in the chest in my room. Third, I sold all stolen goods to Arestes (after holding on to it the first time).
Btw, who are all the participants in the chief thief contest?
F = Ferrari , U = Ugarte obviously, but the rest? C = Cloaked Man (Bruno)? N = Nawar? G = Guildmaster (Arestes)?
...oh, and did you manage to use the poisoned dagger on the dragon and gain points for it? I tried everything, but failed. Only thing I missed in the end.

You don't have to marry Nawar to win Chief. I think all you have to do is enter the competition, fence your goods and then keep hold of the black bird and show it to Arestes.

I proposed to Nawar, and didn't woo any of the other women. She also did not show up to the coronation, so I guess I did something wrong there, too (I don't know what -- she accepted the ring).
I did fence all stolen items to Arrestes, but I did not keep the Blackbird in my pack. After showing it to him, I put it in the chest.
Does Raising on the board (as opposed to just calling) make a difference?

I don't think it does. You should be set if you enter the competition. Nawar doesn't appear in the coronation, not her kinda venue, but you'll find her in the guild when you get Chief. Don't put the bird in the chest, keep it with you to the end.
